I think mostly he (and Uderzo) do a good job of that, but here and there across the series I think he does slip up, or crosses the line a bit.* Now I think it's important to discuss the magic potion for a moment, here- it was a clever, central device to the series, but Goscinny always had to be careful not to let it solve problems too easily, thus making the storylines less interesting. I too share somewhat mixed feelings on "Belgium." Yes, it's good fun, but much of the time it also feels like overkill revolving around extreme gluttony and the endless humiliation of the Romans.
